The Organization
The Porcupine Health Unit (PHU) is a public health unit funded by the Province of Ontario and local municipal governments. Governed by an autonomous Board of Health, the unit serves a 277,075 square kilometre area in Northeastern Ontario with a population of 100,000 spread across 14 municipalities through its main office in Timmins and nine satellite locations.
In its 2013-2018 strategic plan, PHU outlines a number of key areas of new and increased focus, as it endeavours to support its mission of empowering individuals to live healthy lives within healthy communities. Based on analysis of epidemiological trends, extensive stakeholder consultation, and legal and accountability requirements, PHU is working to address key concerns related to teen pregnancy, mental health and addictions, obesity, food security, tobacco, emergency management, and healthy aging. At the same time, PHU is also working to develop closer collaboration with the primary care sector, to influence behaviour change through increased use of motivational interviewing, and to increase awareness of the epidemiology of different population groups within the region.

The Opportunity
The Medical Officer of Health is the Chief Executive Officer of the health unit and responsible to the Board of Health for overall management of the unit’s public health programs and services, and oversees a wide variety of community and regional initiatives designed to promote and protect public health.
PHU’s new Medical Officer of Health will join a solid organization of 135 people with a reputation for being a great place to work. The Role
Key responsibilities of the role include:
- Making recommendations to the Board on priorities, programs and services to meet community needs and Ministry of Health requirements, and, in collaboration with senior staff, planning implementing and regularly evaluating the programs and services as approved by the Board;
- Performing all statutory duties assigned to the Medical Officer of Health as directed in the Health Protection and Promotion Act and other legislation;
- Attending all meetings of the Board and its Committees and submitting regular and special reports as required;
- Encouraging and participating in community planning initiatives for health related services;
- Maintaining close liaison with the Ministry of Health, other levels and branches of government, health professionals, hospitals and all health-related agencies and groups; and
- Acting as a spokesperson and advocate regarding public health issues and promoting good public relations for the health unit.
The Candidate
The ideal candidate will possess the following experience, skills, knowledge and attributes:
- Highly developed interpersonal skills
- An understanding of the public health landscape in Canada
- Ability to work positively and effectively with legislative bodies
- Can lead and manage both local and satellite staff in an engaged healthcare culture; collaborative, team-focused, and empowering
- Strong communication and writing skills
- Has or can develop a strong affiliation for the North
- Registration to practice medicine through the College of Physicians and Surgeons of Ontario and one of the following additional certifications:
- a fellowship in Community Medicine or Public Health and Preventive Medicine from the Royal College of Physicians and Surgeons of Canada;
- a certificate, diploma or degree from a university in Canada that is granted after not less than one academic year of full-time post-graduate studies or equivalent in public health;
- a qualification from a university outside of Canada that is considered by the
Minister of Health, to be equivalent to the qualifications set out in clause (2).
- Requisite professional experience to meet the objectives of the role and fulfill the responsibilities of the position.
- Valid Ontario Driver’s License and access to a vehicle.

The Porcupine Health Unit is located in Northeastern Ontario in one of the richest mineral producing areas in the Western Hemisphere, and its main city, Timmins, has grown since its inception to be one of the North’s largest regional centres with a residential population of approximately 45,000 and servicing a region of over 100,000 people.
